See, this is where you guys aren't up on how the system actually works.
Obviously there was some kind of ordinance prohibiting what was happening.
The offense was enforced.

LOL. How can you arrest someone for being a suspected drug user? That's
pretty pathetic. Even arresting someone for being a drug user? Not
possible, or legal. Now, arresting someone for possession of illegal
drugs...thats another story. Please learn the laws before you waste any
